Victor Mendez Director 602.712.7227
Victor was appointed Director of the Department on October 23, 2001. Prior to his appointment as Director, Victor served as Deputy Director of ADOT, as well as Deputy State Engineer for the Department’s Valley Transportation Group where, under his leadership, a plan was developed and implemented to accelerate the Regional Freeway System in Maricopa County by seven years. Victor has been with the ADOT since 1985.

Richard was appointed the Deputy Director of ADOT in February 2007. Richard’s experience and knowledge includes budget management, strategic planning, legislative relations, media strategy and outreach efforts with trade associations, organized labor and local governments.

John assists the Director and Deputy Director in the day to day operations of the Department and is responsible for establishing administrative and program policy in support of the Agency's strategic plan. In addition, John oversees the Transportation Services Group (TSG) which includes most of the Department’s staff functions.

Sam has held senior positions in county and state government organizations for nearly 20 years. Prior to his appointment as the State Engineer for ADOT, he served as the District Engineer for the Kingman District.

Stacey leads the state's Motor Vehicle Division and was appointed December 2, 1999. She is responsible for the daily management and oversight of over 1600 employees and an annual operating budget of $72 million.

Barclay joined ADOT in September of 2004. He brings 33 years of airport management, operations and construction experience to his new assignment. A native resident of Tucson, He has been active in community and aviation affairs. He attended the University of Arizona.


Matt Burdick Assistant Director Communication and Community Partnerships 602.712.8025
Matt leads Communication and Community Partnerships and has been part of the agency's communication team since 1996. He oversees communication with the public, communities and counties about ADOT and the agency's transportation activities. He also is responsible for partnering with government agencies and businesses to improve working relationships and coordination on transportation projects.


	Rakesh Tripathi Assistant Director Multimodal Planning Division 602.712.7431
Rakesh was appointed as the Director of the Planning Division in Feb 2008. He is responsible for Regional and Statewide Multimodal Planning, Data Bureau, Transportation Programming, Administrative Support, Arizona Transportation Research Center, Cooperative Planning with Native American Tribes and the Metropolitan Planning Organizations. He oversees CANAMEX and the Arizona Mexico binational planning. Prior to joining ADOT, Rakesh worked for Texas Department of Transportation for 14 years.
