Citizens Transportation Oversight Committee (CTOC)
CTOC is a statutory public body that consists of seven members. The Chairman and Vice Chairman are appointed by the Governor of Arizona and the Maricopa County Board of Supervisors appoints a member from each district in Maricopa County. CTOC is subject to ARS Title 38 Open Meeting Laws of Arizona and is responsible for overseeing the half cent sales tax (Rural Arizona Road Fund - RARF) for Maricopa County.
Highway Extension and Expansion Loan Program (HELP)

The Highway Expansion and Extension Loan Program (HELP) is Arizona's version of a State Infrastructure Bank (SIB). The purpose of the HELP program is to provide loans to eligible entities for road construction throughout Arizona. HELP is subject to ARS Title 38 Open Meeting Laws of Arizona.

State Transportation Board
The State Transportation Board is granted policy powers and duties in addition to serving in an advisory capacity to the Director of the Arizona Department of Transportation. The Board is subject to ARS Title 38 Open Meeting Laws of Arizona and is responsible for establishing a complete system of state highway routes, distributes monies appropriated from the State Aviation Fund airport development and has exclusive authority to issue revenue bonds for needed transportation improvements throughout the state.

Governor Hull established the Transportation Vision 21 Task Force in February, 1999, to serve the purpose of evaluating current practices, resources and infrastructures, and recommending and prioritizing the goals, funding, and specific plans that will establish a vision for transportation in Arizona for the 21st Century.

Capitol & State Expressions Toastmasters
The Toastmasters is a communication and leadership program and there are many clubs worldwide. It is designed to help people learn the arts of speaking, listening, and thinking. Capitol Toastmasters meets at ADOT on Thursday morning and State Expressions Toastmasters and meets at Health Services every Monday morning.
